Also, their starter planet may have vastly different conditions than here. So some of our tech may be things they've never even went after. They dont want us to ruin the planet with nuke carpet bombs from an invasion or attack, so we're in a weird stalemate, waiting for them to be ready when the time is right to make a move. They observe and conduct tests on our nukes and facilities to look for weak spots, but our deep state is on a cold war with them and has been for decades. The nuclear threat is our only deterrent.
