The point is that there is a timeline of big events and it has to be realistic and doable. This timeline has to be planned and prepared by all kinds of people involved, not just Trump. And so on this timeline of big events, some gap must be reserved for disclosure. From Strattons quote above, we see that at least during the first administration, that gap seemed to be either the very end of his term, or part of his next term that he thought he might win (or had already lost to Biden on nov 3, 2020).
