This may be already a known issue but it absolutely shapes the way I view the limited disclosure that is happening. The DoW/DoD, more than likely, isn't the gatekeeper for anything related to disclosure outside of military eyewitnesses and video collection. The DoW/DoD, via executive function only has the authority, by the POTUS, to declassify DoW/DoD generated classified materials (Executive Order 13526). Important to note, Project Blue Book and all related government sponsored investigations after were DoD programs. Ultimately, the efforts to find the smoking gun, more than likely, isn't found behind DoW/DoD classified SAP's. There may be spillage but I highly doubt there is evidence that would appease. It is of my opinion, very early on the situation was handled by the DoW however, based on what Lazar has said, it very clearly is a nuclear based propulsion system. What if all this evidence is behind a DoE classified wall? POTUS has no authority to order a declassification of anything DoE related as EO 13526 is ONLY for DoW/DoD programs. 10 CFR Part 1045 is the "Atomic Energy Act". In 1946, the first law associated with the protection of nuclear actives was passed and revisions of it happened in 1954/77. The act defines the structure of it's classification system and it is very different than the DoW's. Congress does have oversight authority however it is far more rigid when it comes to declassification...and I don't think any congress member has even mentioned the DoE as a possible holder of UAP/materials specifically for disclosure. Only Congress can order the DoE to declassify what they have.
