The Robertson Panel was CIA-sponsored. The CIA reviewed Air Force UFO data. The concern was not only “what are these objects?” but also: Are UFO reports a national security problem? Could the reports overwhelm air-defense systems? Could public panic be exploited? Could adversaries use the phenomenon for psychological warfare? Should the public be educated, debunked, or guided away from the subject? That is the point where this stops looking like a normal Air Force investigation and starts looking like an intelligence-management operation. The FBI files show the front-end reporting system. But the CIA appears to have become the agency shaping the national-security interpretation, public messaging, and secrecy architecture around the issue.
