In the movie Contact, an alien species receives radio and television broadcasts that have traveled 20,000 light years. They then start sending information back to us so we can develop the means to build the technology needed to travel to lmeet them. What if that is what actually happened? We received broadcasts and they started sharing knowledge and science with us. Different countries have this knowledge and have used it to build prototype aircraft, anti-grav, warp drive etc… (maybe even underwater bases) which is what we are seeing. We are using the knowledge they’ve given us but we need to adapt it for human use and each country is developing different versions though they are built on the same principles. As we learn more the controllers of this data have released technological advancements over the years being careful to put the right people in the right places to “discover” something that lets the rest of the scientific/engineering community put together the pieces, implications and ultimately build on top of it to create useful things. The one flaw I see in this argument is that how would governments hide radio signals from the people.
